Municipal elections to be held under old law

The municipal elections are expected to be held based on the current law if they are to be held within the legal deadline next June, the head of the Administration and Justice parliamentary committee said on Monday.

“I said in the past that there is no time to discuss amendments or adopt reforms whether with regard to proportional representation or other issues; thus we cannot hold the elections based on the amended law,” said head of the committee MP Robert Ghanem .

“We also said that if parties wanted to hold the elections [on time] they can do it based on the current law which is effective,” he added.

Asked whether the elections would be postponed, Ghanem said that the issue was to be decided by the major parliamentary blocs.

“However, if it is necessary to postpone them, it would be for technical rather than political reasons,” Ghanem added.

Sleiman: Arab League behind peace process while Israel rejects reconciliation

Lebanese President Michel Sleiman said Monday that the Arab summit’s decision to keep the Arab peace initiative on the table indicated that Arabs have chosen permanent and comprehensive peace while Israel rejected this choice.

“The fact that the Arab summit in Libya has held to the Arab peace initiative indicates clearly the will of Arabs in achieving permanent and comprehensive peace.

“But the Israeli government rejects such a choice and goes on with building settlements and Judaizing occupied Jerusalem regardless of the will of the international community, which stresses the necessity of starting negotiations to place a peaceful settlement on the right track,” Sleiman said.

Sleiman highlighted the positive reconciliatory atmospheres that characterized the Arab summit, especially between Egypt and Syria, and which were complementary to previous reconciliations.

He added that all such efforts enhanced the relations between Arab states.

Concluding its works on Sunday, the Arab summit in Libya renewed support for the land for peace initiative with Israel, rejecting pressures from Syria and Libya on the Palestinians to abandon talks with Israel and resume armed resistance.

The Arab League firmly opposed Israeli plans for new 1,200 Jewish settlements in East Jerusalem.

Calls from Damascus and Tripoli to quit peace efforts reflected the depth of frustration and anger over the stalled peace process and continued Israeli construction in areas claimed by the Palestinians, particularly East Jerusalem.

They also revealed the deep division among Arabs over how to deal with the frozen Mideast talks. Arabs blame the sides’ failure to return to the negotiating table on Israeli Prime Minister Benjamin Netanyahu.

Siniora Stresses Arab Unity

Former Prime Minister and Sidon MP Fouad Siniora stressed the importance of reinforcing inter-Arab relations, especially between Lebanon and Syria.

He said Lebanon and Syria’s history, their geography, their national affiliation, their common interests and their principles were “key criteria in reinforcing their fraternity.”

“Due to the circumstances Lebanon has been through, the Lebanese have become closer to their Arab neighbors and their faith in their state has increased along with their faith in democracy and the Taif Accord … But our ability to stay united as Lebanese, Christians and Muslims, will be tested again in the future,” Siniora added.

The former premier had discussed local and regional affairs during a dinner held in Tripoli Saturday to honor him for his political achievements.

The dinner was organized by Future Movement MP Samir al-Jisr and was held at the Silver Shore restaurant in al-Mina in the northern coastal city of Tripoli. An array of political figures attended the gathering and discussed with Siniora pressing political issues on the local and regional scene.

Geagea stresses new slogan not meant to alienate

Lebanese Forces (LF) leader Samir Geagea stressed that the slogan of "Lebanon First" doesn't alienate Lebanon from the rest of the Arab world. "The slogan 'Lebanon First' doesn't imply isolation, and especially from the larger Arab world which has been witnessing for more than half a century the tragedy of the Palestinian cause.

Hizbullah chief vows to address allegations of STL interrogation

Hizbullah Secretary-General Sayyed Hassan Nasrallah vowed to respond to allegations that Special Tribunal for Lebanon (STL) prosecutors had begun questioning Hizbullah members about involvement in the killing of former Premier Rafik Hariri.

“I will most probably speak in the few coming days about the reports and circulations concerning the international investigation and questioning of Hizbullah members as well as the path of the investigations and all things related to this issue,” Nasrallah was quoted as saying by the Al-Manar news website.

“I will say what I think is appropriate to say at this stage so that people understand the issue,” Nasrallah added.

It is expected that Nasrallah will give a statement to Al-Manar television on Wednesday.

Also over the weekend,Tawheed Movement leader Wi’am Wahhab attacked on Sunday the United Nations’ probe into Hariri’s assassination, warning that the tribunal was at risk of becoming politicized.

Following a meeting with Spanish Ambassador to Lebanon Juan Carlos Gafo at his residence in Jahlieh, Wahhab expressed his skepticism over the motives of the STL.

“We don’t trust the STL or its work and we have expressed that over the years,” he said.

Mubarak returns to Egypt after surgery
President Hosni Mubarak is back in Egypt Saturday after undergoing surgery in Germany to remove his gall bladder, state TV reported.

He arrived in the Egyptian Red Sea resort of Sharm el-Sheikh.

A doctor at Heidelberg University Hospital in Germany said Mubarak has fully recovered from the operation.

"I am accordingly happy to announce this morning that the president has fully recovered from the effects of the successful surgical intervention conducted on him exactly three weeks ago," the hospital's Markus Buechler said.

"I have recommended, however, that the president continues his convalescence back home during the coming two weeks before he gradually returns to his full and normal activities."
